Without sources of identification, the country loses the ability to ensure a person is who they say they are. Documents are issued without first identifying the recipient and individuals are able to use the personal information of others or purchase fraudulent documents in order to create multiple identities. The privacy of citizens is lost, and the door is open to terrorists and identity crimes.

The current federal programs that intend to utilize the existing driver’s license infrastructure are doomed to fail. These federal mandates do not identify individuals, they merely verify documents. Eventually another catastrophic event will occur, criminals will not be properly identified, sweeping changes will again be mandated and REAL ID/PASS ID fatigue will set in.

State governments are in the position to lead Americans to a new primary identification credential that sets the standard for identification. A Personal Identification (PID) credential is a core credential issued by state governments and becomes the breeder credential to issue driver licenses, allow entry and access, and identify customers and employees, patients, students, applicants and others. The PID is the primary identification credential that will stop individuals from obtaining valid credentials using fraudulently-obtained identity documents and weed out the existing individual holders of illegal documents.

The TASCET solution provides the foundation for a strategy where state departments can create a uniform standard of identification throughout programs and solve federal identification requirements at the same time.

The following are just some of the state and federal programs that can benefit from the TASCET identification solution:

Medicaid – Allows states to identify beneficiaries/clients and gives providers a tool to verify the identity at the point of service and receive real-time confirmation of their eligibility. It prevents internal fraud such as up-coding by providing the mechanism to record the time and attendance of a visit which confirms to the state department that the visit actually occurred.
EMA disaster programs – Victims often lose identification cards and documents during disasters and have nothing to prove their identity. Identifying citizens with a PID card prevents identity theft in the wake of a disaster and enables EMA employees to verify the identities of victims at the scene with or without the card. This solution allows employees to account for, transport and provide assistance to victims while preventing the loss of billions of dollars in fraudulent assistance payments.
E-Verify – PID introduces physical characteristics and certification to identification. This strengthens the current E-Verify process by providing an enforcement tool to identify individuals in the field or at the place of employment and prevents the illegal use of a valid Social Security number.
REAL ID/PASS ID – PID provides a stronger solution to the federal mandates required by REAL ID. It becomes the state’s breeder document to issue driver licenses, allow entry and access and identify citizens and is used by state agencies, financial institutions, medical providers, schools and employers.
Public Assistance Programs – States can incorporate welfare eligibility including Food Stamps, Women, Infants & Children (WIC), Temporary Assistance for Needy Families (TANF), etc., into an identification card. It allows the state to target benefits efficiently and securely.
Law enforcement – PID improves officer safety in the field as handheld scanners provide officers a tool to verify an identity during routine traffic stops, emergencies and other situations where identification is needed.
Other programs – PID can enhance voter registration programs, missing children initiatives, registered sex offender programs and more.
